Nhan Dan Newspaper is the biggest newspaper in Vietnam and is supported with 60 billion vmd (Vietnamese Dong) by the Vietnamese communist party every year.
This newspaper published an editorial honoring Nguyen Phu Trong's anti-corruption campaign on Aug 30th.
In reality, there is a lot of corruption and there is a lot of political determination. General Secretary Nguyen Phu Trong's instructions to Trinh Xuan Thanh demonstrates the determination of the Politburo and the Secretariat. What is the problem? Has he thoroughly dealt with all individuals and organizations which were involved?
The first point of the article is about Trinh Xuan Thanh's corruption and the bad things he did. In fact, the conclusions of many of the inspectors from the Central Committee and the Ministry of Public Security have not confirmed this. There were only mistakes in the loss of business operations.
Trong has used an anti-corruption shirt to judge Trinh Xuan Thanh. While the current status of the investigation is poor management.
But the most notable aspect is Nguyen Phu Trong's direction of the Trinh Xuan Thanh affair - he is demonstrating the determination of the Politburo and Secretariat.
This is the unifying will of the supreme power organs of the regime, the brainpower that controls the whole power in the country: the police, the military, the courts, the procuracy, the press. .....
To this day, the people of the country just see the results of the General Secretary, Politburo, Secretariat. How far-reaching was his command?
Nobody knows, even though it was General Secretary Nguyen Phu Trong himself who used his upper-level party power to force the secretary for the Ministry of Public Security to involve all police departments of the ministry in this case.
Responding to the press on July 20, 2016: Senior Lieutenant General Le Quy Vuong (also Deputy Minister of Public Security) has admitted that this is a difficult case, because many files and documents needed to be studied. Vuong didn't make any statement which confirmed or implied that Trịnh Xuân Thanh was a criminal.
When the press asked about the duration of the investigation:
Vuong said the investigation must be objective and time-consuming, on the basis of innocent speculation.
It must be said that the investigating police are under great pressure in this case. The records couldn't even prove what crime Trinh Xuan Thanh did. Except the fact that Thanh's company has made a loss of 3 billion. But the imposition of Nguyen Phu Trong puts massive pressure on them every day.
As the General Secretary, Trong doesn't need to think about how the law must proceed. He just needs to know that the company has lost a big amount of money, he must catch a guy working there and make him responsible for that.
But the public security organs cannot arrest people and condemn arbitrary crimes like political cases.
Political cases of dissidents are directed by the secretary of the politburo of the party. Therefore, arbitrary arrests and imprisonment by the Ministry of Public Security without legal permission won't be criticized internally, because democratic activists are public enemies of the party.
There are also many other Politburo members involved in the Trinh Xuan Thanh case.
And that's why the Ministry of Public Security cannot act according to Trong's will.
It was Vuong who said because this case involves other top leaders the police must follow the right process. They must study the records and find the criminal activities of Trinh Xuan Thanh. Only on that basis, they can prosecute the arrest.
Vuong said:
Of course, the pressure on relationships is also there. But for the investigators, the principle is to be open, transparent, serious, including any pressure. The investigator must obey the law.
Including myself, I also must take legal compliance as my guideline at all times. By doing so we avoid wrongful convictions and avoid letting criminals get away. Only then, can we find peace. If we don't do it right and miss a criminal, I can't feel at ease.
This statement of Le Quy Vuong is very commendable, he considered the direction of the Politburo, of the Secretariat and of Nguyen Phu Trong as just a source of information to denounce the crime, but not the direction of how hot to process it.
Vuong replied to the newspaper: "The law clearly stipulates time limits, for example, information on criminal offenses shall not exceed two months (the new law says three months), and the investigation of serious cases is about four months. Economic cases may be longer."
Nguyen Phu Trong found out that the Ministry of Public Security did not arrest the people when they did not have enough proof. He immediately instructed the central inspection committee to find mistakes in Trinh Xuan Thanh's actions and put pressure on the national assembly to ban him from parliament.
The Central Inspection Committee is Trong's right hand, so the effort has been made. But the Vietnamese parliament is even worse than the Ministry of Public Security. The order to remove the deputy was realized immediately. Although, as reported by the media, the parliament only "saw signs" of mistakes.
The propaganda of the whole parliament is to make tight choices of good people for the parliament. Nguyen Phu Trong himself praised the successful, democratic, scientific and careful election of the parliament. But after only a few days of saying so, the Politburo and the General Secretary recommended to dismiss the congressman who was elected by the people.
Nguyen Thi Kim Ngan was responsible for the dismissal. Nguyen Hanh Phuc (chief of the parliamentary office) explained that the council dismissed Thanh, the remaining delegates were eligible.
With the rapid election and dismissal like the acting of the communist party of Annam it is easy to see that there is no guarantee that the remaining delegates are legally qualified.
The losses in PVC has been existent for a while, why didn't Nguyen Phu Trong let the Ministry of Public Security investigate from the beginning? If Trong instructed correctly when he received the loss report, the Ministry of Public Security would have more time to investigate thoroughly.
Until now, Trong was the informant, denouncing the crime. What did he do last year that he didn't report to the Ministry of Public Security in timely manner?
Because he needs to calculate carefully, Nguyen Phu Trong waited until the next year. Right when Formosa pleaded guilty and caused immense public discussions. On the same day, Trong ordered the press to broadcast the story of Pham Cong Danh and Trinh Xuan Thanh to cover the Formosa case that Trong was involved in.
Now however, Trong is blaming the police for letting Trinh Xuan Thanh escape. While Trong is actually the one causing complications by giving out delayed information. Nguyen Phu Trong's responsibility in this case is not small.
A general secretary like Nguyen Phu Trong is the reason why the country is breaking apart. Instructing and mobilizing the Ministry of Politics, the Secretariat, the Ministry of Public Security, the Ministry of Information and Communications ... an all powerful system.
Ending up as a joke for people to share mocking paintings and music.
The major policy from the highest level of the party is now a comedy drama. For the past two days, Vietnamese people have composed online all sorts of satirical, humorous stories.
The history of the Communist Party of Vietnam has never been publicly scorned into pictures, songs, and folklore as it is now.
The contempt of the people is high and widespread. It is often a sign of the end of a regime. Looking back historically, there was never a dynasty that was so corrupt that the people make folk songs and sing them together at markets... this is the proof that this regime has reached the maximum contempt of the people. It just needs one glimpse of fire from somewhere and the regime will die.
